Now, about the luring in thing...
Why can't you just do the normal things with him?
And, as that goes well, suggest something, anything, that will make things more clear to both of you.
Instead of hanging with all your friends, how about a movie, meeting at the cafeteria for lunch (OK I know that might be too strong a public statement), watching him play a sport or asking him to come watch you, or whatever?!
This is not rocket science. This guy either likes you or not.
Test the waters! What have you got to lose? Do something neutral and innocent.

you tell him how much you like him and the ask him out on a date yourself.
why women will almost never do this with guys they have such big crushes on confuses me to no end. worse thing that happens is he says no. us guys get shot down all the time, its not that bad. and its alot better dealing with the sting of rejection for a few days is way less painful then wondering what might have happend if you had just tried years down the road.

Hmm....I don't see why YOU have to do anything more to lure him in. He seems like an open book to me. He likes you already. Just ask him out. I'm sure he'll say YES quite enthusiastically.
