Do a google search for"reverse phone number look-up" and use one of the many search engines designed to match phone numbers with the name of the person or business. If it is a cell number there are pay sites to look them up, but no free sites that I'm aware of.

www.switchboard.com and www.anywho.com both have reverse phone number look-ups.

Both have the same problem of only having some published numbers, not anything that is unlisted in the phone book or is a cell phone number.
