Perhaps because soap has a drying effect on the skin is why they advise you to use it. You would be better of using a skin cleanser that suits your skin type.

Nazati:
It depends on the general climate and weather as to what kind of soap you should use. I live in a temperate climate in which when it gets overly warm it will usually be humid. When it gets really cold your skin becomew dry and flakey. You must gauge your soap as to the conditions you reside. I like using Ivory Bar Soap because it is 99.44% pure. but when winter gets really cold I use a moisturizer because dry skin is easily irritated. Yes , soap can be used to control oil but be careful to the amount you use because all soap has chemicals to dry the skin and you do need a little oil on your skin(the natural kind or a little of your own) so your skin keeps it smoothness.

Yes. I used Ivory soap for a long time to control my oily complexion. Don't use a soap that has a lot of moisterizers, though. You'll only be adding to the problem. Ivory is just straight ( 99.44 % ) soap.

the best way to treat oily complexion is to use a mild oil free face wash for cleansing and then applying an oil free toner. toner closes the pores that cleansing opens and keeps the face fresh but oil free. do not face your face too often as it makes the problem worse, thrice a day should be enough.

soaps strip the skin of its natural oils making it dry .Dry skin under (extreme circumstances) catches infections faster.
But oily skin too has its own disadvantages. So the best solution is to identify your skin type & the kind of weather conditions you live in & go in for a face wash or a cleanser that maintains your skin's pH balance.
