Yes, unfortunately people attempt this but as soon as they start using again their tolerance is quickly back up to the same level. Also, it can be dangerous because heroin addicts who try this get out and take too large of a "hit" ending up in a trip to the E.R. and/or morgue.

That may be one small reason, but there are other reasons as well. Many people that go to methadone maintenance clinics go to meet other addicts. They get an 'at home' feeling with others of their kind and make new connections.
However, there are some, but not as many, go to methadone clinics to get the methadone to help keep themselves away from the habit of using needles. If you are taking methadone, hardly any other pain medication will affect you. Also, the
methadone feeling is as good or better than the 'needle dope' people use. I've been there, done that. I detoxed off methadone by using testosterone and a mild nerve medication. It's no walk in the park to be sure. Methadone is probably as hard to detox off of as any of the others.
However, it is true your tolerance becomes lower the less you take of ANYTHING.
Rehab' is a different approach. You have to want to rehabilitate yourself and feel good normally. You have to eat a balanced diet and exercise .... get healthy. You will also have to 'lose' friends and make new ones. Some use the pretense of going to church to change from the undesirable lifestyle, but it's usually all in vain.

I really doubt anyone addicted to drugs has had the fore thought or self control to plan that far ahead to save money or to get a better high on less.

you know i never thought of it that way but it is very possible but to tell you the truth most people who go to rehab go because they are court ordered and have to not because they want to but there are a few that do it for there self

No, I doubt that, cause once your tolerance is up, it can very well stayed there, I know mine did, as well as several other people.
Some go cause it's fashionable right now, others cause they recognise they'll die if they don't.
