Formatting tools are built-in to the operating system - no need to download anything.
You aren't formatting your PC, you're formatting your hard drive. Therefore, for more advanced tools than what's included with the OS, visit the support site of you specific hard drive.

First I'd ask why you feel the need to format. I've been working on pcs and removing viruses and doing this and that for 20 years for many many people. I think in all my life, I've found maybe 2 instances where the opperating system wasn't recoverable, not including all-out component failure. If you're dead set on reformatting, tho, put the XP cd into the tray, reboot the machine, enter bios, set the machine to boot from cd first, and follow the prompts. No extra software required.

goto http://www.bootdisk.com, download and create a floppy disk, insert floppy disk, boot from floppy disk(may require bios change), type "format c: /s", follow prompts and voila!
