I have an Idea for a tool that would make the pit stops quicker and more competitive . How do I go about getting it approved ? It would be very costly to make but its a great idea . I just wonder how to get it approved through Nascar and get a patent on it?

NASCAR would have to look at it in their R&D lab in Charlotte.But the number of Idea's they get 90% are never checked.If submitted to NASCAR with out regerstry papers NASCAR could shelf it and 4 or 5 years bring it out with their patent and you'd be on the outside.So get the patent first so you have controll of it.
That's all I have to say about that.

If you think it's worth it, apply for a patent first. That way, at least you're protected before somebody steals the idea.

After that, I'd concentrate on building and improving a working prototype. You're going to need to sell it eventually and you'll need to be able to demonstrate it.

I'd venture to guess that you'd actually want to concentrate on selling it to the teams and work with them on getting it approved by NASCAR. I don't know what kind of regulations they have regarding how pit stops are done. Perhaps they are done the way they are just because the formula works and a new tool or technique can be introduced without their approval. I doubt it, though - I'm sure it all depends on what it is.

Get the patent first, Mr. Wizard, then find a company to mass produce it, then take it to NASCAR and they would possibly evaluate it for use.

Let me guess: A multi-headed impact wrench that zips off all 5 lugnuts at the same time? Already tried, & they've been banned.
Something else? Get the patent first, before you even think about showing it off. This way they can't blow you off & then "come up with it on their own".
