I believe that it's time to take it away. If you try and the child has a really hard time, you can try the kind that has a net on the end where you put some kind of hard food in it. This way, you can be sure that they won't choke on anything, but yet they can still move away from the pacifier. My son liked grapes or apples. You can even put candy in it.
Just keep on trying! Good Luck!

Replace pacifier with a solid teething ring so they can still have something to chew and suck on without the hazard of choking. It is time to have a 'no more pacifier ceremony' with your toddler, friends of mine did this and there was no tears. Don't bury it though, family member did this only to find toddler sitting in dirt sucking on 'all gone' pacifier covered in dirt, Yuk.
Good luck

If the toddler keeps doing that, maybe its time to take away the pacifier.

UH .... HELLO! A TODDLER doesn't need a pacifier! :o) That's how you stop it, take it away! Give it to the garbage man on the day he comes and let your son/daughter see the great big truck leave. Or plant the pacifier in the ground and see if it will grow into a tree, good luck taking it away. Be creative. ( www.happysahm.com)

I would take him/her off the pacifier. If the child is over 2 or 3 here is a fun way to do that:
Take all the pacifiers in the house and put them in a bag then tell her/him that the "Pacifier Faerie" will come while he/she sleeps. Put a speacial small toy/ prize in the bag wake her/him up and show he/her the prize in the bag! It works! Stickers, candy, other small toys work well for this!

Without sounding rude, stop the pacifiers. If the child is aggressive enough to continue to bite the heads off the pacifier then it is time to stop them.
Try to offer a fresh fruit or something else, but don't let them continue to bite on things such as pencils or fingers {lol}

Tell the toddler the next one he/she bites the tip off of will be the last one. When the toddler does it, follow through. Throw it away and don't get any more.
