Definitely yes! The limbic system is a center for emotions, for control and appreciation of the inner environment of the body, for sexuality, and so on. Some of the effects of addictive drugs are the consequences of their effects on the limbic system.

Most definitely. The limbic system of the brain is also called the reward center. When taking drugs, the chemicals overstimulate the limbic system and after some time the limbic "reward" system becomes less excitable. This explains why people experience tolerance (or need more and more of the drug).
