Because we are culturally programmed so as to "expect" ghosts to have clothes on.
I'm guessing that if you grew up on an island where nobody had ever heard of clothes and ran around naked, then when you saw a ghost it would probably be naked.
...which means that like everything else in this illusory world, ghosts are but energy and the form they take is subject to the way we interpret that energy.

I imagine that it is a projection of how the person was in life. Death is a huge transition, the biggest transition anyone will ever go through and I don't think you could go from having a physial form to being a "soul" without needing something to ease that transition and as such they may retain certain things that were important to them in life (their physical shape as a human and the clothes that they were wearing) or even how they imagined themselves to be.
Of course, there is no difinitive answer to this question I can only offer up my opinion.

because souls don't need clothes, but ghosts are manifestations of the souls of the past, and they naturally take on a form that resembles them in their living state.
soul's are the purest part of any person, and if they had a manifestation, they'd be something akin to a glowing ball of light,

Those aren't clothes; they're soul membranes that take on the shape of the shell the soul was in. I once saw a ghost with oreo cookie crumbs all over their body because they died while filming a very fetish-oriented porno scene. Really. I swear. Um, really. I double swear.

The clothing you refer to is simple to explain. Its what the spirit or soul remembers after death. Also the spirit is trying to help the living come to terms with what they are seeing as real. The clothing helps not to make a scary appearance as well.

The bigger question is why do a soul need a body? All thoughts are creative even for a spirit whose body has died. In spirit form you can create any look you like. Since you are still stuck in being alive you will continue to create all experiences closely related to what you used to be.

I think a ghost is more of a memory of an energy in the past than anything. So if the memory involved people, I guess they would be wearing clothing in that past memory. Ciao!!!

In christianity, at death, souls have no flesh, hence no clothing. Jesus retained His bodily form (the empty grave; doubting Thomas etc.), thats why He had clothes on.
