Take the dog to the vet for a check-up. If the vet wants to prescribe something for the dog he will tell you.
P.S. Thanks for supporting the SPCA by adopting a dog. Wishing you and the dog many happy years together.

I dont' think you're gonna have any luck with anything over the counter. If the nose is runny, not just a little wet, it may even mean your dog has pneumonia or some respiratory infection. Take him to the vet asap. You'll save money and time and worry in the long run. Did the SPCA give you history of where he came from? That will help with figuring out why he is so anti social.

A vet check is in order, but in the interim, you may try an over the counter antihistamine, such as Benedryl. Give the dog at least a month or more to adapt to it's new and loving home. It's appetite will pick up once it becomed comfortable with it's new surroundings. You can try adding a little chicken broth to the dry food as a teaser. The SPCA may not have ffed it the same food you are, and the change may have the dog stymied for a while.

Well.. its really does look like a question for vets but it being reserved from people that's quite a problem. Well I adopted a dog from the SPCA 2 years ago and she use to be really reserved too but now shes very energetic.. I suggest going to the dog slowly and calmly with treats. Extend your hand with the treat in front of you to the dog. Don't go to the dog let the dog come to you. And if the dog doesn't come then just slowly approach the dog but do not startle him/her.
Hope this helps :)

Whenever you get a dog from a shelter you have to be aware that there is a good chance that it has been exposed to Kennel Cough and many other diseases that can cause initial problems. Have it checked out by a vet, not the shelter's vet your own vet.

Yea take her into your vets and have them take a good look at her. She's just come into your home so she will be reserved for a while. She needs to get to know your home and you too. I'm surprised they didn't do a very good check up on her before they let you take her home.
