Pretty much any race track... if you look at the busiest tracks in the country, they book maybe as many as 10 major race events a year. This leaves more than 40 weekends in the year and all the weekdays when the course is not in use. Many (if not all) of the weekends will be taken up by amatuer races, and some of the larger car club events. Weekdays are then booked everything from people that are doing car testing, car clubs, track schools, and even film studios doing commercials or other filming.
Your best bet is to look into local chapters of the larger car clubs (SCCA or NASA are good starting points, and if you have the appropriate car, clubs like PCA, BMWCCA, Corvette Club, etc). All of these clubs run Driver Ed/Open Track events that will pair you with an instructor (similar clubs are out there for motorcycle events too).
If you want to actually rent a track yourself, this is possible, though much more expensive (track cost+course workers+on site ambulance and towing+event insurance etc).

Look into NASA or SCCA. Most race tracks only have organized track days when you can drive on them, but if you have enough money, you can rent the whole track. Not a bad idea if you go in with some friends. There is Carolina Motorsport Park in Kershaw, South Carolina. Virginia International Raceway isn't too far away, and they're building a new track in Spencer, NC called High Rock Raceway. Nasa has track days out at Rockingham pretty often. Pick up an issue of Grassroots Motorsports Magazine or check out their website at Grassrootsmotorsports.com. That will get you started.

Depends on where you live. For example, Portland, OR had the Portland International Raceway that opens up to the public every once in a while. You might check with your local police department. a lot of times there are programs that police in bigger cities use to get kids to stop street racing, so they open up a track once a week or so to make it safer.

Banger racing at Hednesford Raceway in Staffordshire. you could take something, and wreck it to bits in discern 8 racing in case you prefer. final automobile nevertheless shifting is the winner. quite H & S have probably stopped that one, yet they nevertheless race there.
