Not everyone is has the resources of information they should have. And some live in countries where even if they did they are denied access to that information and instead fed a bunch of lies to keep them ignorant.

Because people tend to marry people who are like them. Smart people marry smart people, little people marry little people and ignorant people marry ignorant people. And being ignorant they have a whole bunch of ignorant little kids who grow up and marry more ignorant people therefore keeping the world well stocked with ignoramuses.

It depends on from who's prospective you are looking at people from. I think that as a whole people are pretty smart. Perhaps its only the people you deal with directly that are "ignorant" Smart people don't generalize and stereotype. .

Some never had the opportunity to learn, some refuse to learn, some hear the lesson and reject it.

Because the rich and middle class in their countries don't want to pay the cost of educating them, so many of them illegally come to make us pay that here, at our children's expense.
