Paul prayed that "God may give you a spirit of wisdom and revelation in the knowledge of Him... that the eyes of your heart may be enlightened" (Ephesians 1:18). He elaborated further in the later verses.
Paul's prayer for the Christians he was writing to was that they could perceive in their inner man, in their spirit, those spiritual realities that can only be perceived through the revelation of the Holy Spirit of God. There is a natural world we perceive through the senses, but there is an invisible spiritual realm which is even more real, because it is not temporary but permanent; and to understand the true nature of this realm requires the revelation, that is, the uncovering of things hidden to the natural man, by the Holy Spirit of God, who alone perceives all things as they truly are. To begin the process of coming into true spiritual vision, we must be born again of the Spirit.
That is why Jesus said "Truly, truly I say to you, unless one is born again, he cannot see the Kingdom of God.....that which is born of the flesh is flesh, that which is born of the Spirit is spirit. Do not be amazed that I said to you, "You must be born again." " (John 3:3,6,7)
One is born of the spirit when they become reconciled to God through faith in the Gospel.

Those that have ears to hear let them hear.
Those that have eyes to see let them see.
It's all about your level of spiritual discernment. That's why Christ spoke in parables. Those who were more spiritually mature were able to understand the real meaning He was talking about, while those that weren't as spiritually mature just enjoyed a good story.
It's a milk and meat thing.

Spiritual eyes means you can see a situation the way God sees it. Almost like you see it with your heart or spirit, and not your own carnal mind. It is God opening up the spiritual relm for you to see things with clearly, with spiritual insight

I don't really know, but I can guess....
It means to see people through Gods eyes...That really is a nice thing to say about someone I think...God Bless.

I call them mystic eyes. You can easily spot those with them in photos.
