Here's an easy way if you've got microsoft paint (which you likely do if you're using a pc)
Pull up the program microsoft Paint (on my pc you find it by going to the start menu at the bottom left of the page, then click 'all programs' then click 'accessories' and it'll be on the list)
Once Paint is open hit 'File', then 'Open' and open up the picture you want to resize.
Once the picture is opened up, click the 'Image' menu bar and then click 'Stretch/Skew'
To make it smaller, you're going to use the 'Stretch' function; leave the 'skew' alone.
Stretch has a vertical and a horizontal number of 100%. You can change those to whatever you want, for example 30% and as long as you make it the same percent for the horizontal as the vertical it will simply shrink your pic.
If you make the horizontal percent different from the vertical it will 'squeeze' your picture, deforming it.

There should be a program myspace has that you download for free that makes your pics smaller. The link should be on the page where you upload your pictures.

Get an account on photobucket.com. You can upload all kinds of pix on there. After you upload one, click on it, then right-click on it, choose "save picture as", then go back and upload it to myspace. For some reason when you upload it to photobucket and then save it again, it re-sizes it.
