Hold down ctrl while turning on machine. Keep holding it until you either see 1) "Select a boot device" or 2) "Push a key to boot from CD", or see 3) "Windows setup". Depending on screen:

1) Select CD Rom drive, push enter twice.
2) Push enter.
3) Follow prompts. I recommend a clean install, which depends on the type of recovery cds you have. Usually you will want to run a format (non-quick) and recovery. This option is usually under advanced options. For some recovery cds, the prompt can be "Delete partition", "Create partition", then "format partitiion". Follow setup prompts.

Unfortunately, the process does vary per manufacturer and backup disks you are using. Other questions to consider, are you using backup disks created by Windows, recovery disks created from OEM, or a Windows Operating system disk? The Windows Operating system disk in my opinion is the best to use, and the directions I gave are pretty close to the operating system recovery option.

Can you say if it's a normal Windows install cd?
