The Holy Spirit didn't choose Haggard because the True Church is the Orthodox Church so there is no guarantee of the guidance of the Holy Spirit outside thereof. And if the Holy Spirit did choose Haggard perhaps it was to make a point about the Evangelical obsession with homosexuals and same sex attraction. If you don't want to be gay, even if you have same sex attractions, you don't have to go to a special camp to change your attractions, you just have to learn how to deal with your passions through prayer.

Why did Jesus choose Judas to be his disciple when he was struggling with greed? You think that's a message to accept stealing traitors into the church if they only steal and betray in moderation? If so at least you're consistent.

To prove that God can use anyone to further His kingdom.
ALL are sinners.
ALL fall short of the glory of God.
I cannot understand why people are caught by surprise when a man falls to sin.
Good grief ! That's precisely why Jesus Came to earth.

The truth is, Haggard's sin doesn't effect my realtionship with Christ, which is all that matters.

It makes perfect sense once you start with the proposition that there is no god who makes such choices.
Just humans who are greedy for power and hypocrites.

Perhaps for the same reason Jesus chose Peter, even though He knew Peter would first deny Him three times...
