In that price range I would check out the Canon A540 or it's lithium ion equivalent the SD600. Usually the A540 run's about $199.99 and the SD600 about $249.99 USD.
The only real difference between these cameras is the 540 uses 2 AA batteries and the 600 uses a rechargeable Lithium Ion battery.

you should get a SAMSUNG L60
it's 6 megapixels and it has video capability
