Just because you talk doesn't mean there's anything there. If he gave this girl a promise ring, chances are it's at least semi-serious. Sorry, but it's time to move on.

No I don't think you have a chance because he likes her enough to buy her a ring but wants to keep you on the back burner in case something happens. He likes her more because if not, then he'd be with you. You don't want to be second place do you?

I do think that you still have a chance with him but why would you want one? He is a player if he has a girlfriend then why is he still talking to you? Think about this for a moment would you want him talking to his ex if you two were still together? Becareful!!! Hey if you don't care that he cheats then totally good for it. Good Luck!!!

I'm afraid not. It's time to move on...go out with friends and do other things, keep your options open to meet new people who WANT to spend time with you. I would never compete for a man.
