All the 4 foot recessed lights are made for a drop ceiling and I want to sheetrock the ceiling up to the fixture and then push up the trim, just like a recessed can fixture. Where can I buy them ? Do they make them?

For a fixture that size, you'd also have to build blocking (2x4) around the perimeter of the opening to keep the fixture from pulling out of the sheetrock. How about some recessed cans with compact flourescent bulbs? They make bulbs just for that purpose now.
Alternatively, you could sheetrock the whole ceiling and install flush mounted flourescent fixtures. They have four foot units that have a finished look and are not very expensive (home depot, lowes) and are maybe 4 or 5 inches deep.
In thinking about this further, I don't think you would have room for a standard 4 by 2 foot fixture in between the joists you're attaching your sheetrock to. If you did find a fixture that would fit, even if it was designed for a drop ceiling, you could make it work by building a framework for it to rest on that you would attach to the joists. Seems like more trouble than its worth to me, but you could do it.
