All you can do is pull. The clips holding the panel are extremely tight, especially the first time you try to remove it. I use a tool called a cotter-pin hook to get under the edge of the panel and pull. You'll have to pull pretty hard, but don't pull right on a corner or you risk cracking it.

There aren't any hidden screws or tricks; just very tight clips.

Just because a few people are going to tell you about Ford removal tools, I'll note here that the 2004+ F150 doesn't use them.
