What the heck does that mean??? More information please!

You can buy it easy. But you better check with your DVM about what it would take to register and licence it. This will probably involve an extensive safety check . Many Hot Rodders go through this process. Otherwise you will have a 4 wheel "paperweight" for your garage (but not the road)

I assume you mean not street-legal.
only if you declare it as being purchased "for exhibition purposes", meaning a car to show off at shows and museums. The car cannot be driven on U.S. roads. It can be towed to shows.
