It's not a matter of words, it's a matter of grammar and phonetics. English grammar is not very complicated (from a Spanish speaker point of view) however, the phonetics will take years to master, if ever.
So if you're looking to be understood and understand others, that shouldn't take long, but mastering the language to sound like a native speaker, that's another thing.

I think the average english speaker knows at least 10,000 words. To understand the vast majority of what is being said, I'd say shoot for 4,000. Remember though, sounding like a native speaker is more than just memorizing a lot of big words.

All the Basic everyday words, because English does have the most words, but barely anybody knows what they mean. So dont learn the High English.

You'll certainly need a few thousand but correct grammar is more important than a huge vocabulary. Plenty of native English speakers are poor at both, you only have to read Yahoo answers to see that.

If you learn the top 2000 words, then you could easily understand 90 percent of the language used in conversation, newspapers, and books.
