I misplaced my W2 forms like a fool, but will I get penalized if I choose not to file? I was a graduate student during the year if that matters.

Were you a dependent? If not, go ahead and file and if you are 25 (2006) or over, you are probably eligible for the Earned Income Credit, and if you have had long distance service from 2003 - 2006 (cell, calling cards or landlines), you may be eligible for the Telephone Excise Tax refund.
If you had any withholding you may get those back too...Its win, win...
If you were a dependent, you are required to file your earnings.

you really should file as you may get some money back. The minimum in Michigan is $3,200 (or $3,600).

If you are a certain age, or have a child, you may actually get more back then you paid in.

You should also be able to download your W2 from the IRS website.

You didn't earn enough to have a Federal tax liability, and probably no MI tax liability either. There is no need to file, therefore. However if any taxes were withheld you'll need to file to get them refunded to you. Your employer can supply copies of your Form W-2.
