It is not a written order but maybe for Kings, Noblemen or higher autorities of the nation influenced by their religion, eating pork and other meats during the early and medieval time is considered a luxury enjoyed by those who can afford.
In time when there is the lenten season to observe the days of the suffering and death of Jesus Christ because of man's sins against their God, as a way of offering or sacrifice, someone may have put up an idea of not eating those kind of food and only eat simple foods. Even fish should not be lavishly presented on the table. This is not Biblical, it just happened to be decided by an authority and their subject needlessly have to be told but to follow and they found it good for the season. At least it is better than not eating for forty days to show your observation of the lent.

Catholics abstain from all meat on Fridays during lent, the rest of the week is normal. Fish is OK on Fridays.
The belief is that Jesus died on Friday, so doing the special diet reminds them of that.
I'm not sure about the fish thing but it could have to do with the miracle of the fish and loaves?

Because the pope back then made there own rules, in the bible it says to give up something you desire for 40 days, Like catholics they baptize babies, and if you read the bible they didn't baptize jesus when he was 32-34 its says you should be baptize till you know your own sins, there are many religions out there that have there own bible but the american standerd bible is best of all more origional.

It's part of Catholic tradition to give up meat (except fish) on fridays of Lent. Pork is a meat.

It is a penance, something we do to take on a small amount of the suffering that Jesus did for us on the cross.
It doesn't hurt anyone, and makes us feel closer to God.
But as long as you are there. . . show me in the bible where it is o.k. to use a computer - to drive a car - to watch a movie - to vote
