You'll need some form of desktop publishing software. I would not consider Microsoft Word up to the task. You need much more control of layout than Word can be asked to provide.

I suggest that you make a visit to your local newspaper office. Tell them that you are interested in creating an electronic paper for your school and ask how you can learn about putting one together. Most - dare I say all - newspapers these days are composited electronically. Printing only puts the electronic version on paper.

I would think that a local newspaper editor or someone on the staff would be delighted to help a new person who is eager to learn how to put together an attractive paper for a school. If you play your cards right you might even get them to donate the software or provide some other form of sponsorship.
