FABULOUS question!
First, reinforcement, whether positive or negative, by definition, always increases the likelihood of the behavior immediately preceeding it being repeated. Punishment, on the other hand, always decreases the likelihood of the behavior immediately preceeding it being repeated.
Both reinforcement and punishment can be either positive or negative. Positive means introducing some new factor into the situation, while negative means removing some stimulus from the situation.
Thus, negative reinforcement is the REMOVAL of an UNDESIRABLE stimulus in order to INCREASE the likelihood of a behavior recurring. Positive Punishment is the PRESENTATION of an UNDESIRABLE stimulus to DECREASE the likelihood of the behavior recurring.
Similarly, positive reinforcement is the INTRODUCTION of a DESIRABLE stimulus in order to INCREASE the likelihood of a behavior recurring. Negative punishment is the REMOVAL of a DESIRABLE stimulus to DECREASE the likelihood of the behavior recurring.

Negative reinforcement is when you tell someone what not to do instead of giving them an acceptable alternative behavior. For example: If you say, "Don't jump on the couch" you are reinforcing an unwanted behavior. But if you take the person or animal off the couch and said, "Jump here on the trampoline" that is positive reinforcement.
Punishment is when you slap a person for an unwanted behavior or if you have that person stand in a corner or take away privileges or you jail them for an offense.

Negative reinforcement is removing something undesireable in order to encourage a behavior. For example, your son normally has to mow the lawn, but if he gets straight A's, he doesn't have to do it for two weeks.
Punishment is an attempt to discourage undesireable behavior.

They are the same thing.
Negative reinforcement changes the surroundings by removing an aversive stimulus - such as turning off a painful electric current or removing a conditioned reinforcer such as changing the channel during commercials. There are two types of negative reinforcement. Escape conditioning occurs when the aversive stimulus has already begun, and the behavior terminates it. Examples include scratching an itch or hitting the snooze button on an alarm clock. Avoidance conditioning occurs when the behavior allows an aversive stimulus to be avoided before it starts. Examples include eating to avoid hunger, and taking an alternate route to avoid a traffic jam.

Negative reinforcement is when, you keep telling someone they are no good or they cannot do something well. And is used to degrade someone or destroy their self esteem.
Punishment is when you take some benefit away for bad behavior and is used to discourage bad behavior.
