Well, there is this guy at my stepsister's school, and his name is Latino, he touches her butt and flirts with her, but she asked him out and he said NO, she's almost obsessed with him. If she lets him get away with things like that when they're not dating, why should he bother to give her anything more than he already is? He's likely hoping that her near-obsession will lead her to offer more and more as an effort to "win" him over to dating her.
She needs to draw the line and tell him no relationship, no copping a feel. She has to respect herself more, because he obviously doesn't.

:( i'm sooo sorry!!!!! if it have been any opposite direction around like shes your stepsister and you began relationship her then confident tht could be very incorrect yet that is something you could no longer help so i do no longer evaluate it a issue

Because guys tend to do that ALL THE TIME! Your stepsister just thought if he touch her *** means he wants her, no. he want her body than herself. I am sure your stepsister will realize it soon.
