You can claim a deduction for a guide dog on Schedule A under medical expenses. If your doctor writes a letter saying your pet is a medical necessity, as a companion animal, you may deduct food and vet bills, etc in the same section.
If you own a business, you can deduct the maintenance expenses of a watchdog or guard dog on Schedule C, Part 2, line 22.

BTW, guide dogs or other assistance animals are not pets as far as the tax code is concerned. They ARE fully deductible as a medical expense.
