It really depends on where you live. But, my husband and I married in north Alabama, and this is what we needed: His birth certificate, I.d. , and any other legal documents(if necessary) like visa, or passport. For me: birth certificate, i.d., and marriage license and divorce decree from any previous marriages for the both of you.

if the person has a legal temporary permit, or a green card,, then you just contact your local county to obtain a marriage license,,, you must meet US requirements to marry,,,,, which is basically that neither is married to another,,,,,,, and your state/county age requirements,,,,,
then, as to the persons status after that,,,, their immigration status, you would contact immigration
