The decision rests with God, not with humans, there is no one higher than Him as He is the Ultimate authority. If you do not believe in Him then you don't have to believe in heaven or hell either, so why are you bothered then?

God is at the top of the pile. In what form God exists I do not know, The Bible says He is Spirit.
It is also very clear that no amount of good deeds can earn you a ticket to Heaven. Only by accepting Jesus as Saviour can you get in. You pass from Judgement into Life. It is not exclusive, every human being has the ability to make this choice. It is human traditions that prevent many from doing so.

God wouldn't be God if there were someone above Him. Jesus is coming back to judge the living and the dead. There are certain laws in the universe that cannot be changed. Like the laws of physics, there exists a law that says there are 2 deaths. The first death, when your body dies, is from the penalty of sin. The penalty of sin is death. (Rom 3:23) Everyone is sure to die.
After the 1st death we face judgment. Everyone has sinned so everyone is destined to be found sinful at judgment. The 2nd death is hell because your sins send you there. (Heb. 9:27)
But because God is perfectly just and He perfectly loves us, and doesn't want us to go to hell, this poses a dilemma to God that only He can solve. And the only way he solved it was to send His Son, who had no sin, to pay the penalty of death by the shedding of his blood.
By doing this Christ has deflected the penalty off of someone who has accepted his atonement, and put it on Himself. So Jesus satisfied the requirements of the law.
Now when God looks upon that person, He will not see the sin because it was cleansed by the blood of Christ, that person is not condemned and will not experience the 2nd death, and that person will enter heaven in the presence of God where there is no sin.
Those who know God, have accepted His Son. Those who do not know God are eternally condemed. They will spend an eternity in hell.
The Bible says either way, your soul keeps on living after your 1st death; whether it be heaven or hell.
That's the law. Many people don't like that law, but it's the truth. Many people hate gravity, but when they fall, they are not excluded from the consequences and are hurt, or break bones, or die because the law of gravity cannot be changed.

God is the judge. If anyone was "over" God, He would not be God.
And yes, we can point out to someone (in love and kindness of course) if they are doing something wrong. It's sort of like a GPS system. It tells you when you make a wrong turn, right? Why can't we do that with each other? That is not judging. That is correcting. Judging is telling a person that not only have they done wrong, but you're better than them, and they're absolutely going to hell. We don't have that right. But if one of my Christian brothers or sisters does something wrong, according to the Bible, I HAVE to correct them. If I don't, it's as if I've done what they did.

We actually decide where we go. This is because God wants us to know our eternal destiny so by using our gift of free will we can choose to follow Christ and trust in Him for the forgiveness of sins and be with Him in heaven...or we can reject Him live life for ourselves and end up in Hell. You can think you are a good person because you haven't killed anyone or raped anyone but have you ever lied or had an impure thought? Everybody is messed up regardless of what he or she thinks. Although you may be "a good person" by the world's view...you are still in need of a savior to make you right before God.

Our perception of God is askewed by our limitations of knowledge & creation. God has no boss. You will decide if your afterlife is a heavenly bliss or an eternal hell. It's your own decissions which will decide. God already knows but you'll find out eventually. Either you're with Him or you're not. Don't take the wrong path! Accepting Him will allow your own enlightenments. Rejecting Him will allow your own rejection. You can't see a reflection without a presence...Best wishes ~

It is not our decision to make. No man knows for sure what is in the heart of another so we can not judge. How we judge is how we will be judged. God is the controller of who goes to hell to answer your question. As a christian I believe Jesus is my lawyer, to stand by me and defend my case. These are my personal beliefs. Others believe differently and that is fine. God is the top and final force of all things.

Your deeds won't be the deciding factor as to whether or not you go to heaven. The scriptures clearly say that it is what you personally do as regards accepting Jesus as Lord & Saviour that determines your fate .
We must all decide ...so you can't blame anyone else , if you make the wrong choice you will determine your own fate & won't be able to blame God or anyone else .

If you read the essence of bhagwad Geetha you will know that we are our own creator and destroyer. from the day you enter the womb to take birth and till the day you live in this world, you have nobody but to report to your own conscious, upto certain level parents are deputed to mould you to a good person after a while their shelter also goes away you are your own judge and lawyer. Society has created lot of wrong notions and fobias and confused people to such an extent that people have lost track of the road towards god or have forgotten the meaning of god
