It's dutch for: The time expires your publicity remains.

Not sure what the context is though.

EDIT: Just MSN'd my friend in Holland and he informs me that it is more like as time goes by, your advertisements stay and said it sounds like some sort of advert for a brand/product/service.

Reclame means adverts in the context of TV.
