Good question, I always thought they wanted to eat them, when I was kid, now I think, dogs just like giving them a hard time, almost like a toy

Because they are animals and act on instinct.
This isn't true for every cat and dog. My mom's dog and cat get along quite well. I think the dog THINKS he's a cat.
But why do some dogs chase cars?? But others don't?

My dogs chase cats b/c the cats run from them. My dogs chase people who run from them. To them it is all a game. My dogs like small mammals and chase them b/c they look like "prey". Cats usually fall in this category. However, a cat in my house that doesn't run, will not be chased by my dogs. It is kinda weird, but it is the way.

In nature, they compete for the same food. Chasing the cats off ensure more foods for the dogs.

Dogs chase cats... Cats chase mice... its a thing that they do.. call it natural instinct, jeolousy who knows why. Personaly my cat sleeps with the dogs.. and the biggest problem I have is getting the dog to quit licking the cat.
Suppose it depends greatly on how the animal was raised and if it was raised with cats.

Because it is fun.. cats run and dogs like to play with things that run.. Cats also know this and like to tease the dogs.. I see my cat doing it all the time, its a game.. who cares

why do cats chase lizards
they are not food either - just presents for us
and what about our poor letter carrier - they really get chased
but still come around 6 days a week - shouldn't the dog know them by now
why do we drive on parkways and park on driveways?

Dogs love to chase everything - not just cats. It's predatory instinct. It's probably fun too.
It's the same reason we play sports.
