Actually it was called a Handcar. It was used by the Gandy dancers for track maintenance.

A Gandy Dancer was a track maintenance worker.
They worked in rythm by singing.
It is said that the term came from the Gandy Tool company that manufactured railroad tools.

Hand crews used specialized hand tools known as gandys to lever rail tracks into position.
