sometimes the best thing to do is be direct, but polite. Try a version of, "Excuse me please, but would you stop____." If that doesn't work, be a little less polite, and say, "You are invading my thinking space and I need you to stop." Situations at work may require more creativity and diplomacy, so don't react until you are sure what the best thing for the current situation is. At work, when all else fails, talk to a supervisor.
There is a book about dealing with difficult people. The title is similar, you could probably find it at alibris.com.

What I do is I just don't give them any reason to talk and when they do I change the subject or act like I am busy or reading. maybe you should try doing what ever they do that annoys you to them and maybe they will leave you alone because then you will annoy them.......

Tell them to piss off. If they don't tell, them "I'm not going to tell you again." If they don't then, it's time for the hurt.

I like the section you put this in, funny.

FIND OUT THE REASONS WHY HE IS ANGRY WITH YOU. IF THE REASONS ARE GENUINE, SAY SORRY TO HIM OR IF THEY ARE NO VALID REASONS FOR HIM TO BE ANGRY WITH YOU, IGNORE THAT FELLOW.
