Would prejudice be part of it? Would poverty, drugs, and crime play in this equation? How come Hispanics have faired better than Blacks in the U.S.A?

I would not say that Hispanics have faired better. I think that the African-Americans have been able to make it to the top. There are African-American heads of fortune 500 companies, in the senate and the house. I think people need to remember that they only make up 20% of the countries population. There will never be equal numbers of African-Americans and whites in positions of power because they do not make up equal parts of the population.

There will always be a prejudice for people of colr in the US. This is because the system of slavery in this country was based on race. Even in Latin countries where the same "color system" was used it goes that the lighter you are the better off you will be. Everything you mention comes into play for the disadavantages of Blacks, poverty, drugs, you name it. Since slavery they have stayed down because most of the time when you are born poor you die poor. Trust that the situation would be reversed if the slaves in America had been caucasians. Prejudice for them would still follow.
