The bomb. That is why Iran "needs" their nuclear program, not for energy.

In real ware fare the question of the enemy's mind set rarely comes into play. You must achieve the desired outcome with the least amount of collateral and friendly losses.
Therefore you must consider the objective...lets say you have to take out a world leader that's become a problem...I would say one good Marine with a 50 cal sniper rifle would just about do it. The only time that the "Atomic" bomb was used in warefare was after weighing the cost of Allied projected losses if a D day style landing would ever have to take place...
Now as far as the sword...It is obsolete in warefare..It has basicly become a fancy trinket used for ceramonial reasons.
Put one man with a pair of 1911acps 40yards from five skilled swordsmen and see who walks away.

I would have to say the sword. A weapon is only scarry if you feel that your enemy will use the weapon. Although the united states is the only country to use an atomic weapon they are demonstrated time and time again their unwillingness to use them another time. Whereas the terroist have shown a supreme willingness to use a sword on anyone they could capture. If on the other hand the terrorists were to get an H-bomb it would be far more terrifying because we wouldn't have anything we could target in retaliation with out indiscriminatly killing people.

All depends on the enemy's perception. What are they afraid of and what do they want?

Confronting someone with a sharp sword makes for a fear that is "up close and personal", whereas the thought of a nuclear weapon is very much of an abstract concept.

Perhaps the enemy WANTS to achieve massive death and destruction...then perhaps a nuclear weapon poses no fear for them.

Sorry, but I don't believe the questions is answerable.

A sword. There is no doubt that we will use a sword to slay our enemies. Everyone knows we won't drop "the bomb" on them.

It depends on the distance.

Put a sword in an individuals face, and they will be more scared than of a bomb far away.

Point a sword at 10,000 people and the bomb is scarier.

neither sword or h-bomb, just the words like "jew or israel" alone will put more terror in an enemies mind.

Neither, its the will of the nation and the courage of the man behind the rifle that causes the terror.

A sword. It is much more personal. Especially when the point is about two inches away from their gut.
