Adolescence sucks, Buddy. If I could do my adolescence over, I would spend lots less time thinking about the opposite sex and I would just have fun with my friends.
Here's some advice from my 14 (almost 15) year old daughter though:
Just keep being a good friend. She likes outgoing guys, lots of people could stand to be less shy, don't be a jerk outgoing though. Don't like, be a stalker and obsessive or anything, but don't completely ignore the fact that you like her either. It never hurts to dress in clothes you look good in either, but don't dress differently just for her.

If things are different now she might be a little freaked out. Back of for a little while and just keep things like they were before. The best way to get her attention is to just be really attentive. Pay attention to what she says and be sweet and supportive of her. If you guys are already friends and you hang out a lot you have a good chance that she will like you. Trust me, girls fall for their guy friends all the time :)

Usually finding a girlfriend is finding some two people who are naturally attracted to other. For some reason, this girl is not in a position to have more than a friendship, so respect it. Maybe next year she will see the situation in a different light.

Be very kind and respectful to her and she will began to notice this quality first about you and she will start looking at you like someone she can trust you. Even if she doesn't like you when you want her to doesn't mean someday she won't give in! Just offer her a soda and smile and walk away. Don't pressure her it might not be you but could be she's shy and needs time to process that you like her. Play the kindness card I believe that will work. Good LucK

Well being that she is 15,she probably doesnt know what she wants.and depending on how long the two of u have been friends,maybe she just feels comfortable being just that.If u dont think it would hurt ur friendship,I would just be honest with her,better to know the truth.and u cant make someone like u either,u cant help ur feelings.so Im going to be blunt with u,either work or up the courage to just tell her.or settle for the friendship for now.who knows what might happen.best of luck to you

The best way to get a girl's attention is to make her feel special. Not EMBARRASSED, just special. Its the little thoughtful things that will EVENTUALLY
(not overnight) win her heart.
But dont be all "cheeseball" on her either. Not everyone likes to be serenaded in the grocery store. :P
Just be thoughtful. The fact that you come up with the specifics on your own will score BIG points!

wow... you must really like this girl. I guess you shouldn't try to frighten her by coming on too strongly, you could always try to get into similar interests with her, so that you could actually talk about something. You said that she likes outgoing guys, ask her to go out with you on a proper date, then take her to somewhere you'll both enjoy like a themepark. Also, try a little humor, it always seems to impress the ladies :)

When girls really like us they usually have a way of letting us know it because they can't hide their feelings (When we like them we can't hide our feelings either). If she felt the same way about you as you do about her, you would know it. Just talk to her and get to know her. Don't go out of your way to get her to notice you. Besides, you don't want all the attention on you. Girls hate it when we talk about ourselves too much. So...talk to her...find out what she likes...just talk to her like she's one of your friends you hang out with. This way, she can get to know the real you, nice and relaxed and casual.
