Bills are usually proposed and debated and discussed for weeks before a formal vote (if any). Not counting amendments.
And that's just in one chamber of Congress.

But either chamber of Congress can continue debating a specific proposal for the duration of the term (1 year). And if it doesn't pass, it can be brought up again next term.
