The Hope credit is for the first 2 years of school only. But the Lifetime Learning credit is good for the duration, no matter how many degrees or whatever. Also, you'll want to look at the tuition and fees reduction in income and see which is best for your situation.

No, that is only available to you for the first two years of college. You are able to get the lifetime learning credit though, which takes care of college tuition expenses for anything beyond those first two years. The lifetime learning credit is on the same form as the hope credit.

No, the Hope Credit can only be taken for the first two years of post-secondary education, and if you already have one bachelor degree, you're WAY past that. You can take Lifetime Learning credit though.
