i know it's most correctly "I have a black shirt", but in the context of the song, can it also be translated as "i wear a black shirt" or "i have a black shirt on"?

I meant to say , can it be translated as "I have THE black shirt on" or "I wear THE black shirt." i didn't ask how to translate the articles; i speak Spanish and i know the dif. between "a" and "the."

Tengo implies possesion, it doesn't necessarily imply wearing it also, but does not negate that possibility ...
"Llevo la camisa negra" would be a better way to explain that you're wearing it

In this song it is implied that he is wearing the black shirt, because he says "tengo la camisa negra, porque negra tengo el alma" so he is wearing it as a sign of grief.
It also says "tengo la camisa negra y debajo tengo el difunto"
I have the black shirt and underneath is the deceased one"....
I would be better if you translate it as
"I have THE black shirt on".
If it was A black shirt it would say "tengo UNA camisa negra"

In the song (which I have)
it means tengo la camisa negra
I have a black shirt
porque negra tengo el alma
because my soul is black
Of course when you translate a song, it is never the same.

Tengo la camisa negra, in Spanish implies that you shirt is dirty not black color.
The correct translation is = My shirt is black (dirty).

not really, because of the meaning of the song it would be "i got the shirt black" or "i have the shirt black".
In this context it wouldn't be correct to say "i wear A black shirt" (traigo puesta UNA camisa negra) nor "i have a black shirt" nor "i have the black shirt"

i wear a black shirt.. but a translation of the song to english would make the song lose its double-entendre
