What do you meant you 'deleted' it. Do you mean you removed access to it or you actually uninstalled it?
Go to Start > Run and type pbrush.exe or mspaint.exe and hit Enter. One of those should work.
If so, do a search for that file and create a shortcut to it. Paste the shortcut back to wherever you deleted it.
If not, then it's been removed. You can re-install it via Add & Remove Windows components.

Doing a restore does not re-install uninstalled software or retrieve deleted files. It restores system files and registry entries. That is all.

How do I install / uninstall mspaint?
Below are steps on how you can install or uninstall mspaint.
Click Start / Settings / Control Panel
Double-click Add Remove Programs
Click the Windows Setup Tab
Double-click the Accessories icon and
Check or uncheck paint depending upon if you want to install / uninstall mspaint
When prompted for a diskette, insert your Windows CD or try pointing to "C:\windows\options\cabs" (depending on how Windows was installed on your computer this directory may not exist). If this directory does not exist on your hard disk drive you will need your CD.
Notice: Computer Hope cannot and will not supply any user with mspaint via download or e-mail. If you have a legal copy of Windows 95 and have lost your CD, it is recommended you contact the manufacturer of your computer or Microsoft for a new CD.
Update: After many requests we were able to locate and provide a download for an early version (Windows 95) of mspaint. Although this download will only support .bmp images it will allow you to run mspaint. You can find this download through our Windows 95 download page.

What? You deleted the Paint shortcut? Make a new one. Find Paint in your C drive/Program folders then make a shortcut.

go into your recycle bin, and right click on the Paint icon, and hit "restore" it will put the shortcut right back where it was before. if its not there, insert your windows CD and click "perform aditional tasks" and install it from there. Good luck!

If one solution fails try going to restore. choose a date when PAINT was intact and restore your PC.
