A flasher is a person (usually a man) who walks around wearing only a trench coat. Whenever he feels like it he 'flashes' someone by ripping open his coat and showing off his natural endowments.

So if it was so cold that the flashers weren't opening their jackets, they were just 'describing themselves', it had to be pretty cold!

Assuming you know what a "flasher" is...

the "stereotypical" flasher wears a trench coat (and only a trench coat) and when he wants to show whats under neath to an unsuspecting individual, he opens the coat quickly to reveal his body, as it were...thus "Flashing"

Well, I'd say if the flasher has to describe his person to a victim, then the weather outside must REALLY be cold !

Flashers are people who expose their private parts to strangers on the street in an effort to shock them. If it is really cold, no one would want to expose their bodies to the freezing air, so the joke is that they would describe what they look like, rather than showing people.

Johnny Carson was a late night talk show host in NYC (Manhattan).
NYC used to be quite the bizarre place to be.
Flashers were usually men who walked around 'exposing' themselves to women. Often they only wore a overcoat with nothing underneath.
So you can imagine the circumstance of a man opening his overcoat when its cold outside having nothing underneath.
Thus the joke.

Flashers are people who reveal their, umm, private parts in public to random passersby. However, in this quote, it's so cold, they preferred to keep covered up and just described themselves.

they were too cold to open their coats to expose themselves to men. So they are just explaining their private parts to people instead of showing them! :-)
