You should never sign over a title to a person until the deal is done through! You could report it stolen, but that might complicate things if you're signature is on the title and the new owner has taken it to DMV. Good luck...

First, you should have a lien on the title. Most have a place for this on back and you have it Notarized.
If, you did this, then the car can be repossessed by a legal authority. If, you just gave the person a clear title, well, I sorry, people are not always honest. Heck, my friends trip on me, they lend money to people and not get back. I have to beat them up to pay them back, they just not used to getting their money back.
Usually, I give the money to their woman, women like money, then I tell them to buy some good "Smell'em Sauce" that make a man's D*ck Hard.

If you signed and turned over the title, kiss it goodbye. NEVER sign the title until it is a done deal. Not even to a relative (ever watch Judge Judy on TV?)

If not, report it stolen, which it really is.

Hire a private eye. I did when my ex was cheating on me and he got pics of her with the scumbag.

If he hasn't paid you, and he has the car, then you didn't "SELL" it... You gave it away =)
