Shop around but make sire the company is rated A, A+, or better. Most companies offer discounts for drivers ed completion, good grades, and multiple car discounts when the parent has coverage with the same company. Ask the agent for all available discounts that the 16 year could receive.

There isn't one best. For a 16 year old, it's going to be really expensive if they are a primary driver. If you need full coverage, it's going to be even MORE expensive.
If the vehicle is actually going to be in their name, very, very few insurance companies will even write the policy. If it's in a parent's name, you will need to show proof of prior coverage, or you'll have to go to a high risk company.
Several companies who will write a policy with a 16 year old, primary driver, are Progressive, Infinity, and Geico.
Not all companies write insurance in all states. To find a company in your state, you should talk to a local, independent agent. They can get multiple quotes at one time to find a competitive rate.

Well, it's going to be high no matter where you go. Your best bet is to decide what coverages you want, and then get quotes for the same coverages at several agencies. Then go with whoever gave you the lowest quote. I think State Farm offers good student discounts, although I'm not sure how they regulate that (or maybe I'm thinking of Allstate, I'm not sure which it is). For me personally, I'd rather have an agent than a website.

We've "wife & I" with our 25 Yr. son has had Allstate for quite sometimes now and they've added more benifits to some of there policies.
The best thing to do would be to shop around.
Another suggestion... We had Acceptance Ins. And I recommend staying away from them.

My advice is to add them onto your policy. It will be much more expensive for them to get their own policy.
