The best way I can think about this is by having people float in the area, criminals are less likely to commit a crime when someone is in eye sight.

Also Ambulances can be in communication with Police, and Fire, so in some way Ambulances can deture crime by reporting crime to the Police

They only way ambulances can reduce crimes is by making them less sever by saving people. By saving someones life they can make a murder charge down to assault 1st. Ambulances are great, but they can't reduce crime.

What are you talking about?

Ambulances carry people to the hospital. The only logical way they could have an effect on criminal activity is to save someone's life, and convert murder or manslaughter to attempted murder or battery.
