Sure ... go to the hotel during low demand periods. Sunday's are typically slower. Generally each are has an 'off season'

It totally depends on the time of year, events going on locally, and what you're looking for. Often the best prices can be found online, but once you've found them, call the property directly. You're more likely to get help from a human by calling the front desk staff yourself. Also, tell them its for a special trip, like a honeymoon or something. It won't always help, but a lot of times you'll get a free upgrade or some bonuses in the room. These are the things that worked when I was a hotel manager anyway. Oh, and the most important thing of all, BE NICE TO THE HOTEL STAFF. If you're nice to them, they're much more likely to be nice to you!

It depends on where you're going.
Tip 1
In the US/Canada the regular web sites are quite competitive, but you could lock into one of the overseas site's and sneak a deal. This one is German and has an English translation - these guys often get contract rates below what the US market are allowed to receive.
Check out these sample links and then compare ( translations are available ) :
New York:http://www.hotelsdeutsche.com/United-States/New-York-City/
Los Angeles:http://www.hotelsdeutsche.com/United-States/Los-Angeles/
Miami:http://www.hotelsdeutsche.com/United-States/Miami/
San Francisco:http://www.hotelsdeutsche.com/United-States/San-Francisco/
Chicago:http://www.hotelsdeutsche.com/United-States/Chicago/
Tip 2
If you're travelling overseas - never book with a US site - they are way too expensive - use the local guys who contract too a much bigegr local market and get bigger discoutns. Try these samples and you'll see what I mean:
London:http://www.cheaperthanhotels.co.uk/United-Kingdom/London/
Paris:http://www.hotelsenfrancais.com/France/Paris/
Nice:http://www.hotelsenfrancais.com/France/Nice/
Rome:http://www.hotelsitaliano.com/Italy/Rome/
Berlin:http://www.hotelsdeutsche.com/France/Nice/
also other sites like www.wotif.com and www.venere.com
Tip 3
Use last minute sites to get cheap deals at short notice with free inclusions. Typical sites are:
Cheaper than hotels:http://www.cheaperthanhotels.com
Wotif:http://www.wotif.com
Last Minute:http://www.lastminute.com
Tip 4
Never wait until the last minute in peak season - in case the rooms are full - then you'll pay more
Tip 5
Never use hostels if there are two or more persons. Hotels and serviced apartments ( condos ) generally are better value as pricing is per room, not per person, they are better located generally and save money on transport.
Tip 6
Always book with a site that has local customer service to support you when going overseas. Look at this example:
http://www.cheaperthanhotels.com/aboutus.htm
There's many more, but this will maybe help you a lot

Ask friends and when its very cheap, find out where is the location of that hotel. If it situated in a very nice environment, i think that will be fine
