In many states, bus drivers are required by law to come to a stop before crossing the tracks and open the doors to make sure nothing is coming. The bus doors block their view.

It is much harder to stop a bus suddenly than a car or truck and you don't want to be stuck on the tracks with a busload of school children.

School buses are required by law to stop before the tracks and open their door to look and to listen for oncoming trains. Most bus drivers will also ask the children on the bus to be quiet when they stop at a railroad crossing so they can listen for the trains.

Buses are required to stop at all crossings for safety's sake. Opening the door allows them to see down the tracks better.
