That depends upon the jurisdiction.
In the UK, it's illegal for the driver to use a cell phone at all. Even a hands-free device won't avoid the ticket -- and it's an expensive one at that.
In some US cities and states a hands-free device is mandated.
In others the law doesn't specifically bar using a cell phone but a savvy cop will cite a driver that was using a cell phone for failure to use due care and attention if they're involved in an accident or a near accident.
Smart drivers avoid ALL distractions when driving whether it's a cell phone, tuning the radio, programming the GPS, eating, etc.

Cell phones and seat belts have nothing to do with each other. It is a Federal Law that seatbelts are to be worn. New Hampshire is one of the few exceptions because of the state's motto: "Live Free or Die". They actually mean it!!
It is unsafe, and largely becoming more readily accepted as bad practice to use a cell phone without a hands free device across the country. Laws, statutes and fines vary from state to state and are normally posted conspicuously at each border. As a professional driver, I have seen dozens of close calls and accidents that could have been avoided if the driver had been paying closer attention to the task at hand.... getting to their destination.

In South Africa it is illegal (seat belt or not) and of course not wearing a seat belt is also illegal. I'm not sure about other places but if it isn't then you should still not do it as it is a definite distraction. We, for instance are allowed to use a hand-free kit or car-kit but that i think is also a distraction.

Each state has different laws. For example, in NM you can use a cell phone, but you have to have an ear piece.
Check the law in your state.

In most states it is illegal. In CT and NY there's a substantial fine. Has nothing to do with seat belts, which you should always use unless you want to kiss your teeth, nose and face goodbye in case of an accident.

in the starting up, how did you understand they were on responsibility? only being in a patrol vehicle does no longer propose they're on responsibility. second, is talking on a cellular telephone unlawful on your state? that isn't any longer unlawful in all states. second, police could talk with more than a number of human beings very usually, no longer consistently obtainable on radio, the cellular telephone is needed. no longer all site visitors regulations prepare to police, like case in point talking on a cellular telephone and donning a seatbelt.

Illegal in Indiana.
Not illegal in Ohio.
Never recommended..I always pull over to talk on the phone, there are too many distractions to try and do both.
BUT There ARE morons who do drive while talking, and if one of y'all ever get behind me, make sure ya watch where you're going, because ya never know when a dog might run out in front of me and i just might have to slam on my brakes...:-)

I definitly know that it is illegal to talk on the cell phone while driving in conneticut. Im from mass. and it is not illegal here.
