Do you mean vinyl flooring? That will certainly benefit from underlay. It will look better, last longer and feel warmer.

If this in an apartment building then the answer will be yes, but is subject to whatever the building allows.

If it is in a basement then you first must determine if there is any moisture in the floor. A concrete basement floor may appear dry on the surface, but could still have a considerable amount of moisture in it.

You check this by taping a sheet of clear plastic of perhaps 3 feet square to the floor. Tape all four sides completely.

Leave it there for a week, or longer, and check it every day for the appearance of moisture on the plastic. If you find nothing, then go ahead with the lino installation.

If you do see moisture, then you know the floor must be prepared to accept the lino. This means it may have to be chemically sealed, and there are several products that will do it, including paint.

If you see a fair amount of moisture collecting, then you will have to install a raised sub-floor across the entire surface, and install the lino on that. The sub-floor will be to allow ventilation to keep the moisture from collecting, and inducing the growth of molds.

Applying the lino directly on a floor that has moisture will cause mold to develop.

You can put lino on a concrete floor without anything else but you will have cold feet in the mornings when you get up. I sugest using black felt paper. It comes in rolls in building section of hardware store.

you can but it is important that the floor is very smooth as every imperfection will show through ,n a couple of days

yeah just slap it down. dont forget to put some yellow pages on it overnight and hopefully it should be flat when you get up in the morning!

you can buy a membrane,like the stuff they use under block flooring.its white and like bubble wrap.works fine under mine.
