Depends... however in general relaxed slightly raised in the back, and behind the bottom teeth.

Not a weird question at all- to maximize the sound of your voice without having to use too much breath, your tongue should be placed in different areas of your mouth for different vowel sounds. For the "ahhh" sound, your tongue should be flat at the bottom of your mouth. For "ehh" it should be slightly lifted to about the middle of your mouth, not touching any sides or bottom. For "ooh", keep your tongue right in the middle of your mouth, as you did for "ehh." For "eee," the tongue should be lifted up closer to the roof of your mouth, but still not touching it. Just make sure you never put your tongue too far back in your mouth, or you will have Kermit-the-Frog voice. Oh, and never let your tongue go between your teeth when you make a "th" sound, because it looks awful and it also doesn't give your consonant the crisp sound a singer wants. Keep it behind your teeth.

Don't think about my tongue but then again I stink at singing....most good ones though have it down and the only reason I say that is you can always see their top teeth, roof of the mouth and low tongue.......interesting.....maybe that is why I am so bad!!!!

Depends on the vowel. Put your tounge in the position of producing the vowel, but depending on the style of music you're singing, modify it to fit that style.

same as when you talk. you need your tongue to sound out the words.. you never noticed that it moves??
when you are holding out a long note dont stick it out... a lotttttt of people do that and it looks stupid. just keep it at the bottom of your mouth...
